MPA Center

The University of International Business and Economics (UIBE), affiliated with Ministry of Education, co-founded with Ministry of Commerce, is a multi-disciplinary and national key university with economics, management, law, literature and science as its core academic areas of expertise, and economics, trade, and foreign languages as its characters, which was initially included in the national higher education "211 Project" in 1997. Public administration discipline education started relatively early, and customs management major, as the characteristic specialty of public administration discipline, started since 1974, making UIBE the only higher education institution with undergraduate education of customs major at that time; administrative management was established in 1997, making UIBE one of the universities that set up this major relatively early.

In 2010, with the approval of Academic Degrees Committee of the State Council, UIBE got the authorization qualification of MPA professional degree. So far it has been five years since the start of MPA education in UIBE which has become the key base of senior public management talents, especially senior management talents in customs field in China.

Relying on the disciplinary advantage of foreign languages, foreign trade, international law, management and so on, and high-level internationalized school characteristics, adhering to the over 40-year development accumulation of customs management characteristic specialty, oriented by the career development principle of being loyal to the career, competent in the major, and responsible with the profession, MPA education in UIBE sets up two major directions: customs and international trade management, and public administration management. The curriculum setting highlights “open economy” and internationalized characters, and opens eight basic compulsory courses. Meanwhile, characteristic direction compulsory courses are open based on different research areas.

Highlighting major characteristics, and based on classroom teaching, MPA training sets up celebrity forum, practical investigation, international communication, and so on. “MPA Celebrity Forum” --- The Seminar on Chinese Public Management and Policy in Transitional Economy Body and New Normal, using the regional advantages of Beijing, invites experts from General Administration of Customs or extramural supervisor to give lectures to students, introduce the related policy introducing process, new policy contents, or hot issue interpretation combing with course contents and practical cases, which has received warm welcome from students, and become a feature and shinning point of MPA classroom.

Public administration department, the organizer of MAP education, owns outstanding teaching staff, in which there are over 40 full-time teachers, more than 20 professors and associate professors, and the proportion of teachers with doctor’s degree and with overseas study experiences is 90 and 20 respectively. The teaching staff of MPA education includes teachers from public administration department and also extends to teachers in UIBE to organically integrate excellent teachers in the field of finance, law, and management. All students have two supervisors: academic supervisor, intramural academic authority or outstanding young scholar, gives students academic research guidance during their study; extramural supervisor, high achiever with erudite knowledge and rich experiences from government departments, high-end think tanks, and enterprises or public institutions, helps students to develop career, increases experiences. “Double-supervisor system” effectively sets up a highly open knowledge platform: professor-expert-student, for students pursuing professional degree, to provide them with powerful academic and research guidance, strengthen the guidance in social practice, and realize the seamless joint of campus and society.

MPA Centre has established good cooperation relations and signed long-term joint training agreement with the General Administration of Customs, AQSIQ, and other government departments. Close academic connections are kept by MPA Centre with China Customs Association, China Customs Brokers Association, and China Association of Port-of-Entry, and other institutions, which has provided large amount of valuable intellectual support. Meanwhile, public administration department signed practice base agreement with Beijing Customs, Qinghuangdao Customs Cadre Institute, and signed cooperation agreement with China Yihe Logistics Company and some other companies to provide students basic guarantee with first line investigation, experiment, and practice, and further improve the standard of linking theory with practice to realize the connection of MPA education with social practice.

Over recent years, the internationalization level of MPA education in UIBE is developing rapidly, which has become a member of  NASPAA Institution, and official member of International Customs University Alliance. MPA Centre signed MOU Agreement with Georgia State University, and signed Students International Communication Agreement with George Mason University, Northumbria University, University of Adelaide, and the international process of MPA education has entered a brand new period.

UIBE MPA Centre adheres to serve the open economic development of China to cultivate public management talents who are proficient in using theory and scientific approach, master international economy governing rule, and have relatively high professional integrity and specialty literacy.

Master of Public Administration (MPA) program

 

 

I. Mission Statement

 

The MPA program prepares individuals for governmental agency, nonprofit, and open economy sector careers. The program develops leaders and practitioners to promote trust and public service values in the community.

 

We educate by providing the key knowledge, skills and abilities our students required to serve in diverse public and in open economy,especially in Customs and Border Administration settings.

 

We work by conducting research and service activities supportive of these educational and instructional purposes which emphasize analytical thinking, problem solving and decision making and;

 

We serve a diverse and ever-changing public, open economy environment as a source of consultation with knowledge of public policy & public management issues to the community.

Professional Specialization

There are two specializations under MPA Programs at SPAUIBE. One is management of Customs and international trade and another is non-Customs management (Public administration).

 

a. Customs and international trade management, the Customs and the General Administration of Customs signed an "Oriented Training" strategic cooperation agreement. Classes: Two months of intensive classes, usually during May Day and National Day holidays.

 

b. Public administration is mainly for government foreign-related economic sectors and related enterprises and institutions. Classes: Mainly at weekends, and it has winter and summer holidays.

 

III. Degree Requirements

 

The degree of study for this professional degree is 3 years. The minimum credit requirement is 38 credits, including course credits and social practice credits.

 

a. The course credits are 36 credits, including 18 credits for core courses, 8 credits for specialization and 10 credits for electives. We designed our curricula into 3 categories: Core courses, specialization and electives. Both specializations have the same core courses but different courses of specializations and electives to meet the expected competencies and expertise in terms of public management in open economy. Graduate students should develop personal training plans and select elective courses under the guidance of mentors.

 

b. Social practice are 2 credits. Social practice can focus on the management and policy issues of a public domain. Individuals or groups can conduct project research. They can also go to a certain department or region to exercise their jobs. Generally, they must join professional practices in social practice. The time for the practice in the government or other public management department must be no less than 3 months, and it must be conducted under the guidance of public management personnel with rich practical experience. The practice report must be submitted after the practice is completed. Social practice credits can also be obtained through overseas visits.

 

According to the regulations, all courses stipulated in the training program must be completed, and students who pass the graduation (degree) dissertation defense and meet the relevant conditions for the postgraduate degree conferment of the University of International Business and Economics will be issued a diploma. And a master's degree in Public Administration (MPA) will be awarded.

V. Dissertation

 

MPA dissertations should be completed by graduate students under the guidance of a tutor. They must not be copied or plagiarized. The dissertation should be systematic, standardized, complete, and clear in its point of view. It should be logical and smooth. In order to complete the MPA dissertation successfully, students should give themselves ample time to write it. The continuous input period should be no less than six months. The number of Chinese characters written should generally be no less than 20,000 words and no more than 30,000 words. Foreign language writing can be converted into a corresponding translation. The writing of the dissertation should closely integrate with the management practices of government departments and non-government institutions, reflect the actual management problems of specific units, industries, and regions in the field of public management, and encourage and promote the application of case studies.

 

MPA dissertations generally have the following five types of papers:

1. Thematic research papers;

2. Case study papers;

3.  Organization of diagnostic papers;

4. Policy analysis papers;

5. Survey research papers.

The tuition is RMB50,000 for three years. It includes the fall and spring semesters.
